The Fall of ZNB - D in the summer, 2021, Slovenia
… and some other important victories for the Slovenian people.
But what comes next?
… due to the fact that the repression is growing and from 15th September RTV rule (recovered-tested-vaccinated) is mandatory basically everywhere, except for visiting food stores or emergencies/urgent medical help. With two steps forwards and a step back policy of enforcing corona order, some other exceptions were added, but all in a very narrow way, so in general, the RTV rule is now required for everything. Another question would be how it is or is not implemented in praxis, and is not perhaps more likely than it is, but let’s leave that here.
The government is planning, most likely not democratically, changes of different laws: the one about surveillance, and they are preparing another proposition of the novel of the Law of Infectious Diseases (after the previous, ZNB-D, fell in the summer. Though it would be difficult to define as non-repressive the current Law of Infectious Diseases, especially version ZNB-C, which was accepted in the spring, 2021). And even the Chamber of Commerce is cheering for mandatory vaccination. Therefore, the ramping up the agenda comes coordinated and determined and this time also with the system’s technologic upgrading towards centralised digitalised technocracy (with the latter they probably want to influence the relationship between previously mentioned: it is and is not).
Uneducated, narcissistic and selfish “balkanians” - people refuse to get a jab because of permissive upbringing
In Slovenia, the percentage of vaccination is reportedly among the lowest level on the European scale. “Not even half of the population is fully vaccinated”. But wait a minute, there is “an explanation” by politically promoted, and MSM cited health expertise. According to their “brilliant insight,” the refusers have “low education.” Because parroting propaganda that is closer to bullying and enforcement than anything else makes one an intellectual, right?
Another insight comes from the current premier of the state, Janez Janša, who characterised the ones who don’t want to get jabbed as selfish individuals.
One can easily conclude that this is the consequence of the permissive upbinging, which is the concept that they tend to attach to the refusers. Some say that there was not much of a real permissive upbringing in this country but never mind the details. Luckily there are always repressive tools to teach the discipline to selfish, narcissistic and under-educated individuals? Or could we talk about muddy intellectual waters and a repressive state here?
The Fall of ZND-D
During the summer, there were two major “battles” concerning the proposition of changing the Law of Infectious Diseases (ZNB-D).
It was hot as hell; people were on vacations, and MSM almost completely ignored the fact that the government was trying to legalise draconian ZNB-D during that time. Were the circumstances strategically played out, and the weather also coincidently helped? The crowd in front of the parliament was modest but eager and fierce. With the help of diplomatic and major social media pressure, people succeeded in preventing ZNB-D from legalisation.
It’s worth mentioning that during that time was also a referendum about the water. With the assistance of parliament’s, some of the non-parliament opposition and MSM, and a lot of population was all into that subject, not realising the ZND-D political game was happening in the “background”. It turned out that that referendum was an MSM’s defined “big win” for the people. It’s possible that it was planned that way, would say an average conspiracy theorist.
The decisive days were also always the hottest and the steamiest days when people usually prefer to stay at home or they search for some deep shadow or suitable cold space, but yeah…
The novel of ZNB-D was actually accepted on the 7th of July but was vetoed by the State Council on the 12th of July and later rejected in the parliament on the 16th of July.
As hinted, considering the circumstances, only the bravest and persistent people were in front of the parliament periodically during that time. When they first accepted that (un)lawful proposition, people jumped into the air. Social media was burning, and people in front of the parliament openly showed their disagreement and will to reverse what was accepted. Some even went so far that they spat into the faces of politicians. That might be a reason for building an underground passage for the government. They also try to implement a law under which they would fine individuals for insulting the members of the parliament with 500 to 1000e.
The fallen ZNB-D would give the government legal tools to demand curfew, masking and even testing or vaccination, probably even for the entrance to the food store in the case of a defined epidemic. Still, what went down with the fallen novel, we expect that they will try to legalise with another proposition of the Law of Infectious Diseases. This time they might try to add the RTV rule as mandatory for everything or almost everything, just like they did with the latest decree. But, prior to that, Covid-19 was already enacted with Ebola, and they have re-defined quarantines in ZNB-C.
People succeed in defending critical intellectuals
All political parties in Slovenia are cheering for vaccination; we practically don’t have any opposition in the parliament. And non-parliament opposition, that’s another story and let’s just say that everything would be far easier if the alternative would cooperate.
Still, people started to cooperate on the lowest common denominator, mostly around the community of civil initiatives and movements of Slovenia (Skupnost civilnih iniciativ in gibanj Slovenije - SCIG). And though we are still waiting for a decision in the case of Dr Vladimir Pirnat, people gathered around SCIG managed to help in stopping repressive procedures towards critical intellectuals, a headmaster Peter Žurej and a Dr Nada Hiti.
Though it seems that a difficult time is ahead, the people who really unite are the ones who have the power to change the politics.
